Задание на такую машину появилось еще в 1926-м. Требовался самолет, способный оперировать на колесах или поплавках с авианосцев или других боевых кораблей с возможностью катапультирования. Кроме разведки и корректировки артиллерийского огня, он при необходимости должен был выполнять функции истребителя. В течение трех лет разные фирмы так и не смогли создать машину, удовлетворяющую этим требованиям. В корабельный разведчик «Оспри» переделали серийный «Харт». Изменений внесли больше, чем в «Демон». Поскольку габариты бипланной коробки превосходили грузовые лифты английских авианосцев, коробку выполнили складывающейся.
