Расцвет германской агентурной службы начался в эпоху короля Фридриха II. Последний придавал громадное значение агентурной службе и старался создать из нее прочную организацию, ввести ее в определенную систему. То значение, какое Фридрих II придавал агентурной службе, выражено им в его знаменитой фразе: «Маршал де-Субиз требует, чтобы за ним следовало сто поваров; я же предпочитаю, чтобы передо мною шло сто шпионов».

В первой части книги описывается германская агентурная разведка до войны 1914-1918 гг. Здесь показаны организационная структура, методы вербовки агентов и пр. особенности ее деятельности. Во второй части книги рассмотрены особенности германской агентурной разведки непосредственно в ходе первой мировой войны. Учитывая, какую роль сыграла Германия в русской революции 1917 г., особый интерес могут представлять главы "Агитация и пропаганда" и "Дезинформация", где непредвзятый читатель без труда найдет подтверждение той огромной роли, которую Германия сыграла в деле подготовки в России государственного переворота 1917 года.
